Speaks out about emission regulations for cars in Hanoi and Ho Chi Minh City
The Department of Environment (Ministry of Agriculture and Environment) has just informed about the Draft Decision on the roadmap for applying emission standards for cars, motorbikes, and scooters participating in traffic. Circulating cars must meet emission standards according to 5 corresponding levels. In response to some misunderstandings about the roadmap for applying emission standards for automobile emissions participating in traffic, the Department of Environment said that the draft Decision stipulates different emission standards that automobiles participating in traffic must meet depending on the year of manufacture to suit the production technology. Emission treatment technology for each stage is also a requirement for standards and emission standards for automobiles participating in traffic. The draft Decision divides automobile emissions into 5 levels corresponding to Euro standards, with level 5 being the strictest. The applicable levels will be classified according to the year of manufacture of the vehicle and the area of circulation. The main content of the roadmap regulations in the draft Decision: Automobiles manufactured before 1999: Must meet Emission Level 1; Automobiles manufactured from 1999 (1999-2016): Must meet Emission Level 2; Automobiles manufactured from 2017 (2017-2021): Must meet Emission Level 3 from January 1, 2026; Automobiles manufactured from 2022: Must meet Emission Level 4 from January 1, 2026 and Level 5 from January 1, 2028. Particularly in Hanoi and Ho Chi Minh City, through the data compiled from the National Environmental Monitoring Network in recent times, it shows that the air quality has shown signs of decline, with some times when the air quality is at a bad level. One of the main causes of this situation is emissions from road motor vehicles. Therefore, it is necessary to stipulate an earlier implementation roadmap and apply stricter emission standards than in other localities. Accordingly, the draft Decision stipulates specifically for cars registered in Hanoi and Ho Chi Minh City: Cars manufactured from 2017 must meet emission level 4 from January 1, 2026; cars manufactured from 2022 must meet emission level 5 from January 1, 2027. According to the representative of the Ministry of Agriculture and Environment, this is a requirement on emission standards and regulations for cars participating in traffic, not a vehicle ban. Accordingly, people should focus on ensuring that their cars are running well. Old cars can still be on the road if they meet emission standards.
